I've been to Oakland and while I don't know much about their PD, I know that Oakland itself in the same league as Newark and Detroit as far as safety goes. I was on my way back from an A's game to my hotel in SF when I stopped at a Kmart at about 10:00 at night, on the first Monday of the month. I felt much more comfortable once I was back in my hotel.
Yup, Oakland is a complete sh|thole. I was there about 12 years ago. Agreed, it's on the same level of Newark, Detroit (sorry ShopRatt), etc.. . You don't want to get caught being outside after dark. It's that bad.

Oakland is weird - some areas you have multi-million dollar homes. Other areas you have crack whores and bums warming themselves over a barrel fire to the tune of bullets fired in the background. I worked in Oakland for a while, and In general it's ok if you know where you're going, but woe to he who takes a wrong turn and runs out of gas after dark.

Just an update: Hans Reiser is indeed being tried for murder of his wife. He didn't waive his right to a speedy trial and his trial begins May 7th. The interesting/eerie part is that technically there's no hard evidence Nina Reiser's been murdered at all; if Hans did murder her then he's apparently a lot more clever than Scott Peterson.... yea, not funny, sorry.
