as far aa i know, you should set to UTC only if you don't have a windows at dual-boot.
by UTC i mean the BIOS clock, and linux byitself (through the timezone settings it has) do the convrtion to the local time.

This is how I have it done since I'd stopped dual-booting on my PCs. The only other machine that was still left as a dual-boot was my old iMac G5 running OS X and Ubuntu but that has since died. On that machine, I do believe that I told it to use UTC but I can't recall correctly since it's been quite a while.
