Increasing Web Presence

I was listening to an old ITC podcast interview with Rober Skobel who commented that the major search engines use inbound links to help determine page rank. This lead me on a thought wondering if the comment spam to blogs helps increase the businesses page rank.
I get asked on a regular basis how one could increase their presence on the web, particularly within search engines. A company I do work for has been in contact with a business that proports to increase their presence on the web through tested techniques for a pretty heavy fee: Something like $600 and I think that is monthly.
How would they be doing this? Are companies like this using technics like comment and forum spam to increase inbound links; thus page rankings? What is it they actually do to get your page rank up?
