Amateur Radio TV

Howdy all,
I have an idea I'd like to bounce off everyone. Amateur Radio uses frequencies in the 440mHz range equal to analog CABLE channels 58, 59, & 60. My Amateur Radio Emergency Service group uses a type of camera that will transmit on any analog CABLE channel we designate at 10 milliwatts. To receive these we use a VCR in the communications trailer. I have 4 cameras. The only way I can record them is in the trailer in the VCR. Not easy with 4 cameras. I would like to feed them into a camera switcher used for security cameras that can sequence through them.

My idea is to make a computer with 2 or 3 dual tuner cards to use as a DVR and work 4 or more video outputs to feed the sequencer. The sequencer then connects to the transmitter to send the feed via Amateur Radio w/ callsign overlay. Only 1 input there.

Is this doable? Has anyone attempted this? Any suggestions are appreciated.

By the way.....this must be inexpensive. I have no budget.

I may not have made myself totally clear.
I am a licensed ham and we are legally able to transmit on the frequencies/channels I mentioned in my first post. The cameras I use are rated at less than 5 milliwatts (I thinks it's 1 milliwatt). What I want to do is create a DVR with dual tuner cards that also outputs video as individual video feeds so they can be transmitted.

The transmitter we use is a 5 watt unit. I am also in the process of making a portable repeater to get over the hills. That will talk at 15 watts.

Even though I do not operate illegally, I do listen to some pirate radio when I find it.

Yep i am familiar with SSTV. The difference here is that ATV or Amateur TV is Fast Scan. Basically it's over the air NTSC or the analog broadcast mode the FCC did away with this last year.

I am just wanting to know if anyone had done a myth setup using more than 2 receiver cards.
