Now it is. For a while Novell was being very tight lipped about it:

They recently opened it up to the rest of the community. We've interviewing Zack Rusin from KDE in March. He's the main XGL guy for the KDE project. Should be interesting to hear about it.

Well, there has been public development going on, but it has been a little quiet for a little while AFAIK. Novell hired one of the main XGL guys, and he has been giving a little bit back to the community, I just read that Novell will be publishing the whole thing this week, according to the article I read.

That's beautiful. I can't imagine all of these technologies being ready before mid 2007, but man, I may have to put together a box just to play with the testing versions.

At the same time, this is so awful for the legacy hardware since this desktop is becoming too much bloatware.

I dont think I will upgrade if I had the option since my lap wont be able to handle the real time SVG rendering. Even many Linux users will probably change to windowmaker, icewm, xfce or other lower capacity software.

Well, people can just continue to use what they already use, and I doubt systems that already can run KDE very smoothly will have a problem with KDE 4.0, also you do want to respect legacy hardware, but not so much that you can't compete. If XGL wasn't in this game, both Windows Vista and Mac OS X will have better visuals than Linux, and people will be like "That's cool, looks sexy! I want that, not this Lajnix/FreeBFD thing!!", also you could just use XFCE if you have an old AMD K6 sitting around, like I have (Right now it's serving as a server with CentOS, Red Hat is cool for servers IMHO, not for desktops).

When Aaron Seigo was on the show he said that they are aiming at not creating a big overhead so that it excludes a lot of users, and you have always been able to turn off some of KDE's visuals, so I doubt they will take that ability away in 4.0.
